Here comes the rain again

Hurricane Rita is on her way to Texas; the 3rd most intense hurricane in history. Suddenly our ridiculous president takes interest.

Is it because he's learned his lesson?

Is it because he's afraid to NOT do something this time?

or, Is it that it's taking aim at HIS state?

I would place my bets on option three. But, maybe I'm jaded; maybe I'm just being realistic. You be the judge.
